“All prizes will be awarded”
A promise, and one that is occasionally broken.
If the rules say all prizes will be awarded, they must be. If a winner cannot be reached or is disqualified, the sponsor has to draw again until somebody takes it.
The alternative phrasing is worth watching for. “Prizes not claimed within 30 days will be forfeited and will not be awarded” is a different promise entirely, it means the prize pool advertised is a ceiling rather than a commitment, and unclaimed prizes simply evaporate.
Neither is unlawful. But one of them means the advertised prize pool is what will actually be handed out, and the other means it is what might be.
